Street Art?

Behind this Fence there is a building site which several years ago used to have useful shops including WH Smith. One day a  new building will be erected hopefully containing a WH Smith!

The Fence currently has this image which I think has been commissioned by the site Developer but maybe not? Is commissioned work Street Art?
