Leak detection

A contractor is digging out softspots in this road, quite a bit of water in the ground but can't hear a leak nor could I find a leak with the corralators. I tested for Chlorine and it had a high reading indicating it is from the Reticulation. There is a bit of abandoned pipe work in the area which could certainly convey water.
