Palm Tree? Or Fern

Boscombe Chine Gardens becomes more beautiful day by day. Pity it’s overlooked by visitors to the area (the area has a mixed reputation). Took loads of photos of trees in blossom, stunning flower beds etc. - but was struck by the ‘snail’ like shapes emerging at the top of this plant. Never noticed these before. Is it a palm tree or, large fern -can someone enlighten me? Have opened comments for the day. But may not answer them. (Having googled I am tending to Fern!).

Fab weather (this is getting repetitive). Walked to Boscombe and back. 12,000 steps so far today. Was perfect walking weather, sunny, 15C and a cool breeze. Stopped Boscanova and had Avo on sourdough.toast.

Just had trottole (pasta) with a vegan dill sauce (cashew nuts, almond milk, dill, lemon juice, lemon zest, olive oil. Delish. Fresh young shoots of dill up shooting up on the cliff-tops, so helped myself!
