Emergency blip ??
Actually, this is an emergency trunk release handle. A law was passed in 2000, which became effective in 2001 that requires all new vehicles to have an interior trunk release mechanism to prevent trunk entrapment.
This particular handle glows in the dark, and has symbols that indicate it's purpose, and how to use it.
The possible scenarios include not only children getting trapped in car trunks, but also the possibility that a car stereo or car alarm installer could accidentally get trapped during the course of their work. Then there is always the scenario of some criminal forcing you to get in the trunk.
