Channel 4 on the streets

OK, absolutely no idea what was happening here but it seemed to merit a snap. When I first passed the grey-haired guy was being patted down by the orange sleeved chap (unfortunately just missed that blipwise!) and there was a video camera strapped to the 4 protected by the twee brolly. On the way back the camera was still there and all 5 of the central characters were on their mobiles, for all I know talking to each other.
Question.....why was the camera attached to the 4, it seems like a mighty strange tripod to me.
