Tardis

I think I've been watching too much Dr Who. When I saw this thing appear without explanation on Easter Road the first thing I thought was - Tardis. 

There are no signs or plaques or explanations, it doesn't seem to have a door and everyone ignores it like it has an invisibility cloak. 

Can anyone enlighten me?
