The Mystery Tree

Whenever I pass this tree on my walks around town, I have to stop and stare. I would love to ask the home owners what the story is with the roots of this tree. At first, glasses off, I thought it was a huge rock surrounding the tree but it is all root.  I know the banyan trees here grow oddly but this is something else entirely.
