Fuchsia procumbens, or creeping fuchsia, climbing fuchsia, trailing fuchsia - New Zealand native fuchsia - makes a wonderful ground cover, though it is deciduous, so the ground isn't covered in winter! Flowers are tiny, about .5cm.
