Sun dials

I finally managed to find my battery charger for my little camera so I slipped it in my bag when I went up town today. I took a few of the library building, one of my favourite buildings in town, and chose this photo.

Unfortunately the sun had just slipped behind a cloud when I took the photo but even so - can you work out the time??
