Another puzzle!

Just like yesterday’s blip, this has left me wondering what the story is behind the picture!
The boat in question is half way up the river bank and blue tape around it which makes me think it hasn’t arrived there due to high river levels. So , was some one drunk in charge of boat, I wonder?
Any thoughts???
