(National) Dress

Dress rhymes with Bless.  This kilt has a few stories to tell.  First worn by my brother in 1965 at my Aunts wedding.  Last time it was worn was when my son wore it to the Scotland V England rugby game during the 2011 World Cup in NZ.  It doesn't owe us anything. 
The little pouch worn around the kilt is called a sporran.
