Business assesses capital spending against the savings that may arise from the spending.  By contrast, much government capital spending incurs additional subsequent costs rather than savings (e.g. operating the new leisure centre, lighting new roads) and government carries out cost/benefit assessments using rather ephemeral societal benefits.  Even as we hear of great plans for added infrastructure across the UK, so we experience every day in our local areas, the consequences of failure to maintain existing infrastructure.  What would happen if new infrastructure were prohibited until existing infrastructure is brought back in to good order.  Less HS2, more maintenance of existing railway lines and rolling stock?

BTW this was not the result of vehicle impact.  Just accumulated erosion and ever greater traffic load on this lane.  There are signs of imminent collapse elsewhere along the lane, which carries artic lorries from time to time.  The consultation plan for housing development across the county includes a possible 40% increase in housing in the village and this is the busiest of the access lanes (no A or B roads in or out of the village).
