What The ...?

I happened upon this thing hanging on a phone pole this morning.  I can't figure out what it is. 
It's strap is too big for a bracelet, the thing hanging off the strap is too big for it to be part of an anklet, but it's not big enough to hold enough rum to be a rescue dog's collar.
I didn't touch it.
