Anyone recognise this workmanship?

Calling Canterbury blippers: This plane is part of a weathervane that my mum had made for my stepfather a number of years ago. It was made by a man in Ashburton. Mum is packing up her home for 10 weeks worth of earthquake repairs and so Dave thought he take this down. Its in a rather sad state and we'd love to get it restored.

Anyone know the man?
