Decoration or not?

Pass this “display” often and always wonder what it’s all about. Not my idea of good garden decoration but what do I know.

Condolence card written and posted off to one of my American cousins whose wife died last week. She had suffered from PSP (a type of palsy) for a few years but all her family were with her at the end. I only met her once when we stayed with his mother and she was a lovely lady.
