... that attracts people to sit where this chap is perched. It seems rather low down to be comfortable for an adult to sit on a low plinth, but I regularly see people perched outside this disused town centre building. The town has lots of available benches, some within a few metres of this spot.

At least the man was sitting in the morning sunlight, engrossed in staring at his phone.
