Pavement widening or something else?

One of the access roads to Linton, and to our house,  is shut for two months as developers are widening the pavement....

My observations are:

I understood that the planning consent for the adjacent development (on the right of the road in this picture) was unresolved due to drainage issues.

Why does the pavement needs widening?   (The road itself is more in need of repair).

Did they really need to butcher the hedge in the process?
