Blind or stupid?!

Difficult to see in this photo, given that its wet but the right hand lane is a bus lane - and draped in green Tarmac, together with plenty of signage...

There were only 2 cars displaying taxi licence plates, plus the bus entitled to be in that lane - so why were the others there? I was in a car in the 'slow' lane but it still annoyed me that there were so many blind/ stupid (delete as applicable) drivers about - GRRRR!
