'This toilet has been twinned'

At the indoor market in the St Laurence church hall today I noticed this little plaque outside the accessible toilet. I must admit I have no idea if it is new or has been there for years.

The concept is new to me, but I'm pleased that the church wardens have got this in mind. 

In case you can't easily read it, it says:
