What now ....?

So there are three parking machines at the Petersfield Tesco store that I could see.  Each of them has a sign saying "out of order".  I walked around the rather large car park - there's an overflow car park in addition to the normal car park, trying to find a machine where I could pay, but there wasn't anything obvious.  In which case, would it not have been more useful to have put a sign up saying "don't worry about trying to pay for your parking today because all our machine's are buggered and therefore we aren't going to charge you" rather than leaving us to try and guess what the etiquette is?
