pipeline

I use this path to walk the naughty jasper on a regular basis. I have also taken the grandchildren there to pick blackberries. But this is the first time have seen this sign. is this the pipeline that goes directly into Heathrow? i wonder where it does go and for what purpose.

A surprise blip again as I was taking trees and flowers but this has made me curious.
