I'm just guessing, but I deciphered this scene as being a mother taking pictures of her daughter, who has either recently enlisted, or is home for a visit.

The photographer positioned her in flag row, then put her in among the headstones.

There were many visitors today at the national cemetery, and I'm sure there will be a lot tomorrow, too.

A beautiful day (60F and sunny) to visit the fallen and the deceased.
