A strange structure

No idea what this is...it's in the area by the food trucks.
We went to recycling and shopped for groceries, a quick trip to town. 
Extra: I planted two types of garlic, some from seed that I'd saved and some from seed that we bought from a farm stand. Both are doing well. Looking forward to the scapes!
