What's the story?

Looking forward to an evening photo walk with friends at New Brighton.  High tide at 6pm, sunset over the Mersey, followed by a bag of chips on the prom. If only. Steady rain from when we got there, flat grey clouds and heavy mist. The bag of chips was excellent though and when I put the wrappers in the litter bin, there was a bunch of roses. Why? The date didn't turn up? Proposal not accepted? Allergic to roses?
