The bulbs stay static

Too busy for a Saturday  including going to our narrowboat and finding that, despite being plugged,  in the batteries were not storing power so it would not start. 
So a "filler" blip of the bulbs that won't grow though the green stuff is taking over.
I don't know what the bulbs are, I am not a gardener, just bought a few random packs
