Puzzle picture:??

Do you know what this blue piece of plastic is for?
I have never seen one before, but it is a long handled shoe-horn! In fact I have never needed one before - but as I now have a broken left leg it is extremely useful in getting my shoe on to the broken leg. Unfortunately it does not do it up, but I have enough slip-on shoes for that not to be a problem. I was having to get someone else to help, and it is nice to be independent once again!
