New Growth

The tree that was cut down in my neighbours garden earlier this year, seems to have begun sprouting new leaves.  Is this a sign of hope for the future, or just a few leaf stems that were missed ?  I have noticed that occasionally a bird will now sit on the top of one of the stumps, using it as a lookout post.
