Ground Control To Major Tom

I came across this vehicle in the park early this morning.  I went towards it to take a closer look as I've seen a few stolen bikes dumped in this spot.   As we approached, it made a creaking sound, clearly someone was inside, and Tommy started to bark at it.  Here is your early morning call.
