Translation Needed

I spotted this sign on the wall of a building as I drove past the other day, today I had the time to stop and blip it.

I have not been able to get a good translation, the best I have been able to make of it is:
'not to them but omnibus to prophesize when to spring up'

and the date 1978 - so not as old as it looked at first glance.

Can anyone make any more of it?

I have back blipped yesterday.
