‘Another Cryptic Message’

Another mystery message, just a couple of hundred meters from the message on the council bin at the SW Entrance to Inverleith Park that I posted a couple of weeks ago.(it’s still there!)

This time, it’s on the control unit for the traffic lights and -  apart from the lack of the misplaced comma this time - it’s identical to the one on the bin. Don’t know how new it is, but I certainly hadn’t noticed it before today! 

Again, can anyone enlighten?
