Floodgates

The underpass provides access to the river from town, as the town is cut off from the river by a busy dual carriageway (4 lane road). When the river rises they shut the gates. The gates are not 100% effective at stopping flooding but they buy a bit of time.
The new school (beige brickwork visible through the tunnel) has been built on an artificial island which should keep it dry.
