Stone letters

Today I was at a meeting at a University building in Forest Hill. I looked out of the window and could see the door of the building with a stone inscription above it. I couldn't make out all the letters but I think some of it says The Rifle Volunteers of the Royal Scots ....Headquarters.
I wonder what the building originally was?
