Raw sewage?!

I found out today that our wastewater treatment "system" is non existent. All our water, anything that we put down the drain, goes straight in the sea by the house. I am speechless that this is still allowed.

You can see lots of bubbles because someone has just done some washing up. You can hazard a guess what all the white clumps are.
