Tier 5 - Day 63

I have driven past this 'chap' regularly for 16 years (or various versions of him). He draws attention to the Window Company there. Today I walked past him so decided he deserved a blip. 
I wasn't sure what these things are called but on checking the Internet, I came up with Inflatable Airman and Wacky Swaying Inflatable Tube Man.
Apparently they were designed for, and first seen at, the Atlanta Olympic Games in 1996.
