This probably wasn't quite what this person was doing. 
I noticed a small group of inflatables on the river, circling around the Royal Marines base at Instow. 
If all the world's water was poured over the USA, it would cover the land to a depth of about 145 kilometres, that is the equivalent of north Devon's annual rainfall.
