Why a brush was left in a hole In the wall

This bit of wall was never finished. One day it had been a good idea to extend the business. Another day the clientele had disappeared due to the new road and the place closed. In the hole at the bottom lies a rusty bristled wire brush, I imagine that its owner is unaware of where they left it.
