A 99 year old mystery

I found this at my Mum’s house when looking for a drawing pin.

I thought it might have belonged to a male relative, possibly a grandfather, but according to Mum it was from a boyfriend of my Gran’s! Mum had no further information but we reckoned there must have been a story behind it, otherwise why keep it?
