BD
Today's stamp is a La Poste 20g stamp from 2006 with the BD characters Cubitus and his nephew Bidule on. They are dogs, though they could be bears based on how they are drawn on this stamp, but I did check and they really are dogs. Cubitus is saying "Oh! The stamp has one more tooth!" while little Bidule points at his single tooth.
BD = Bande dessinée, and means a cartoon. They are very important in France and Belgium. Unlike the UK they also cover all age ranges, from very young children, to very adult. As a form of literature it's considered quite acceptable and legitimate, and there are plenty of serious topics covered as well as the usual funny things!
