Northern Harrier?

I helped mom and dad with a few things early morning then headed up to the wildlife refuge.  I had a great time, lots of birds out and good light.  I watched a bald eagle eat a duck/grebe in a tree just off the road, I will put that in Extra Photos, a little icky.  If I incorrectly identified the main shot please let me know.
