They're back again

Back in October mysterious machines  and hieroglyphs started to appear in our local streets. We waited nervously but nothing further happened, except that the hieroglyphs gradually disappeared in the rain.
 
Now it looks as though they may be back. What is it that we mustn’t disturb, and why? It makes you want to pull up the sticks just to see what happens.
