Odd Choice

Every time I walk past the edge of the repainting strikes me as an odd choice.  If you're going to paint the top bit, why not paint the bottom bit too? Or does the white reflect where the boundary between two properties lies, and perhaps they started painting the top bit before the neighbours objected?  

Whatever the explanation, it looks peculiar to me.
