Mono mystery

For this very late and back blipped Mono Monday I present something mysterious.

I don't think anyone will guess what it is, and the clues I'm giving aren't going to help much either. The screw and the washer are part of a repair which prevents the thing from coming apart. It's a small part of a much larger thing. It's upside down, so this is the looking up to it, not down at it.
