cyber cowards

my whole day at school was spent dealing with some cyber bullying - despicable bastards who haven't got the balls to say it to their victim's face.
on another note - does anybody know of a modem/software that allows parents to restrict internet access to certain times of the day?
as they say 'tgif' AND the start of half term!
