The beach bike lane

I’d a cycle today as it looks like it’s going to rain all weekend. My route took me along the beach boulevard where the Council has put in a new bike lane. It’s all a bit confusing - pavement then bike lane then parked cars then the road. At one point the bike lane snakes around a mobile cafe and once you reach the restaurants the lane darts across to the other side of the road.
I’m all for encouraging safe cycling in cities but recently these bike lanes and traffic free areas have been springing up with what seems like little planning.
