Woolly scale?

Mother to eye clinic today for another injection this being the last one in this round. Next month she sees the Drs again to see if there is any improvement. Fingers crossed but it would seem there is little improvement as she is finding it increasingly difficult to see clearly even with her glasses in situ.

Found this woolly critter on a stalk of some Dahlias residing in our jungle. Not really sure what it's name is but love the markings.
