Waste not, want not?

I ordered two 14 inch dog collars ( non clerical) from Amazon. One arrived neatly coiled up in an A3 envelope. The second was in this box, it measures 24"x10"x4" and contained a huge amount of scrunched up paper. The paper and cardboard will at least be good for the compost heap. This crazy wastage is extraordinary and as illogical as the new C19 restrictions in beleaguered areas of England
