A City of Wolves?...

I saw this curious ‘monument’ above the door of a hotel in Stirling. Having consulted the world’s most efficient know-it-all (google) as to what it might be & what the history is behind it, I still have no idea!

I wonder if anyone is able to throw any light on it?...
