Internet Saga continues
During the morning, the internet at home came on and downloaded the rest of Call of Duty. When I got in after work, it was sluggish again. My phone which uses the same provider was working fine. I called the help-desk and they remotely reset the SIM, slowing it down even further both times, they suggested escalating the complaint. I have now a formal service complaint and have to wait 5 days for a reply.
