Dog and Horse "Dirt"

If I allow my dog to defecate anywhere along the Queens great highway I am (rightly) castigated  if you don't bag it up.

Seems, if you own a horse (or in this case a whole troop? of them) you can happily deposit 20+ kilos of the stuff in the middle of a busy path and we just shrug our shoulders.
