Dog walk

It seems as though the neighborhood I live in is for dog lovers: almost every household has a dog -- sometimes more than one.  I know there are a couple of feline reps but I found out recently that there is some regulation that says cats have to be kept indoors because they kill birds... 

Now, at the same time, there is apparently a higher than usual population of chipmunks doing a fair bit of damage to people's foundations. And those most affected are seeking solutions -- from exterminators to bringing in falcons and other birds of prey.  My thoughts: let the cats out!  Ours was a fabulous huntress and chipmunks were her favorite prey.  Why do we find so many ways to make our lives complicated and counter-intuitive?
